Plot

E.M.P., a metahuman supervillain, is being transferred and escorted by the Gotham City Police Department from Arkham Asylum to Blackgate Prison. However, the Z-Boys, one of Gotham City’s gangs, have other ideas for E.M.P. They attack the convoy as Batman attempts to resolve the situation. However, E.M.P. has other ideas and puts Gotham City in a blackout, and the rival gangs of Gotham City are out.
